The Joint Lancashire Minerals and Waste Development Framework (MWDF) contains mineral and waste specific policies for use in determining planning applications for waste or quarry developments in Lancashire, including those areas administered by the Unitary Authorities of Blackburn with Darwen Borough Council and Blackpool Borough Council (the Joint Plan area).
The MWDF forms part of an area's development plan, together with the District Councils Local Development Framework or saved Local Plan, the Regional Spatial Strategy, and national planning policy contained in Planning Policy Statements and Minerals Policy Statements.
The Minerals and Waste Development Framework contains the following documents:
- Annual monitoring Report: Reporting on the implementation of existing policies and progress on the Development Scheme.
- Core Strategy: Sets out the long-term spatial vision for the local planning authority area, the spatial objectives, and outlines the strategic policies required to deliver that vision.
- Development Scheme: Sets out the programme for the preparation of the Mineral and Waste Development documents.
- Joint Lancashire Minerals and Waste Local Plan Saved Policies: A number of its policies have expired or been superseded by the Core Strategy. The remaining policies will be completely replaced by the adoption of the site allocations and development management policies.
- Site Allocations and Development Control Policies: Policies will identify specific locations for development, any specific requirements for individual proposals, and a series of criteria-based policies which ensure that all development within the area meets the spatial vision and spatial objectives set out in the Core Strategy.
- Managing and Minimising Waste in New Developments Supplementary Planning: Document: Provides policy guidance in support of the Development Plan Documents and will carry significant weight in the determination of planning applications.
- Statement of Community Involvement: This identifies and explains how the Council will meet its requirements for community involvement in the preparation of framework documents.
- Scoping Report for Sustainability Appraisal: This sets out the process by which the policies and proposals in the MWDF are appraised to ensure that they contribute to the aims of Sustainable Development.
