Outcome of the Consultation on Payment Models to the PVI Sector for Early Education Funded Places (EEF)
 
To better support childcare providers with cash flow and sustainability, the Early Education and Childcare Statutory Guidance requires local authorities to move towards a monthly payment model for Early Education funded places.
 
The statutory guidance states the following:
 
"The Local Authority should pay all Providers, particularly childminders, monthly by September 2018 unless the Provider requests and the Local Authority agrees to continue an existing alternative sustainable method of payment".
 
In order to shape proposals the Council has recently undertaken a consultation exercise with all registered providers of Early Education Funded places about possible payment models.  Please see the Early Education Funding payments consultation paper and the related appendix document that outline the options the Council consulted upon.
 
The Council has now completed the consultation on the payment models suggested to the PVI sector for the Early Education Funded Places.  Please see the key findings below:
 
What did the sector say?
 
  • A total of 144 Providers (14%) responded to the consultation;
  • The majority of respondents (62%) agreed that Option 2 should be implemented;
  • All respondents agreed that the payment dates should be brought forward from the 20th of the month to the 15th of the month.
  • The majority of respondents (61%) agreed that the Council should continue to calculate interim payments based on the previous terms actual headcount hours claimed, instead of asking Providers to submit an estimate of current term hours.  However, when broken down by sector, Childminders fed back that they would prefer to submit an estimate of current term hours, rather than using the previous terms actual headcount hours claimed.
What has the Council agreed?
 
The Council has agreed that:
 
  • Option 2 will be implemented for all Providers;
  • The payment date for interims and final balance will be brought forward from the 20th of the month to the 15th;
  • The estimate for interim payments will be calculated using the previous terms actual headcount hours claimed for all providers;
  • Childminders only will have the opportunity to submit a revised estimate of hours for the current term, which will be used to calculate the interim payment.  Where a Childminder submits a revised estimate this will be checked by the Council to ensure that it is reasonable.  The percentage used to calculate the interim payment will be adjusted to reflect the actual number of months in the current term.  If a revised estimate is not provided, Childminders will receive the interim payment as calculated by the Council.  Note:  This option only relates to Childminders because of the feedback received and Council capacity.
  • Any Providers that did not make an actual headcount claim in the previous term will be required to submit an estimate of hours for the current term.  If an estimate of hours is not provided, the Provider will not receive any interim payments and will have to wait until the final balance is paid in month 3.
When will the revised payment terms be implemented?
 
  • The new payment terms will be implemented from 1st September 2018, and will be incorporated into the 2018-2019 Funding Agreement.
