What Support is available?
In 2009/10, funding for 16-18 and 19+ learners has been ring fenced.
16-18 transport provision is the responsibility of the local education authority. Blackpool and The Fylde College will support learners who are 19+ and who face severe financial hardship and without transport assistance, would not be able to attend college or whose attendance would be in jeopardy.
For Lancashire (& Blackpool) LEA resident students who have demonstrated hardship, there is subsidised travel. All students within the Blackpool Transport area (including Wyre) on an income based benefit will be eligible for a subsidised Zone Card (for unlimited travel on Blackpool Transport buses and trams for 7 days).
For Lancashire (Fylde) LEA resident students there is 1 free bus travelling to both Central and Bispham Campuses (2008/9). This may change in 2009/10.
If students are 19+ and live in areas outside the college bus route or Blackpool Transport area, they can apply for help towards the cost of Stagecoach, or alternative travel if they’re in receipt of an income based benefit. They can apply for 50% of costs based on the cheapest form of travel.
19+ students with special needs who are unable to access transport support through their local LEA and are unable to access public transport can apply for help towards taxi fares (income based benefits only). Those students not in receipt of income based benefits, but receiving the mobility component of DLA would be expected to contribute that and the college will reimburse the difference.
If there are exceptional circumstances that prevent a student who is 19+ from using the travel help offered then we would discuss some form of alternative support on an individual basis. If there are exceptional circumstances that prevent a student who is 16-18 from attending, we would discuss temporary support on an individual basis.
When can passes be used?
The college bus service currently operates to a set timetable for the morning and evening. This may change in 2009/10
The Zone Card pass can be used at any time of the day and it is unlimited for the period it is issued for.
How will 19+ students be assessed to see if they are eligible?
Provision is based on income based benefits.
Are there any deadlines?
There are no deadlines but funding is limited.
